The prototype is found on the narrow gauge Cumbres & Toltec Railroad (formerly D&RG) at the top of Cumbres Pass above Chama, New Mexico on the New Mexico / Colorado border and was also used by many other railroads as well. Circa 1900-1920. It's design was to help stop the freezing of water in the spout during the long cold winter months.
